Moldova Adopts Code

KISHINYOV, Moldova () -- The Moldovan parliament adopted a new constitution Thursday, creating a "semi-presidential" republic and cementing the rules of a market economy into the country's guiding principles.


The constitution, approved by 81 votes to 18, says the president is the head of the Moldovan state but parliament approves the government and controls its activities.


The agrarian and socialist factions were the main backers of the new constitution, while nationalists, who favor a merger between Moldova and its ethnic kin in neighboring Romania, had opposed the document, arguing against a provision that guarantees the status of autonomous regions to southern and eastern regions.
