Michael Jackson Fans Arrested Under New Rally Law

St. Petersburg police broke up anevent tocommemorate pop icon Michael Jackson, detaining one fan andaccusing about 15 others ofviolating new rules requiring authorities' permission forholding rallies.

Thefan club had gathered Monday afternoon outside theU.S. Consulate tomark thethird anniversary ofthe celebrity's death bylighting candles andsinging along tohis hits.

Fans also hung abanner reading, "We remember, we grieve," ona fence near theconsulate, Interfax reported.

Police swiftly intervened, however, anddisbanded thegathering, claiming that thefans were inconveniencing pedestrians.

"Three police officers started totell those who had gathered that they were violating thelaw, citing thelaw onmunicipal improvements andsaying they were disturbing passersby," one ofthe fans told local news site Baltinfo.ru.

Police later detained afan who was dressed up as Jackson and identified only as Andrei. He was accused oforganizing an unsanctioned rally, Baltinfo.ru reported.

No detentions were reported atlast year's memorial event inSt. Petersburg, attended byabout 20 people.
