Israel-PLO Talks Ahead

PARIS -- PLO and Israeli leaders wound up a whirlwind two-day visit to Paris on Thursday with an agreement to start talks on implementing the next phase of Palestinian self-rule in the occupied territories in Cairo next Monday. A joint statement said Arafat also intended to convene the PLO parliament in Gaza "in the very near future" to discuss changes to the Palestine National Covenant which effectively calls for Israel's destruction. A senior PLO aide, Yasser Abed Rabbo, expected rapid progress in Cairo to help with future general elections in Gaza, Jericho and the occupied areas.
