The Security Council is discussing a six-month report from Rolf Ekeus, head of the UN Special Commission in charge of Iraqi disarmament, as part of a debate on how to characterize Baghdad's progress in establishing a long-term arms monitoring program and how to account for its past weapons capabilities.
His report said Iraq was cooperating on installing the monitoring program but also gave details of alleged attempts to conceal information, particularly in the area of biological weapons capability.
