Haiti Strike Enabled

WASHINGTON () -- The U.S. Senate on Friday rejected a proposal that would have prohibited President Bill Clinton from launching an invasion of Haiti without congressional approval.


The vote was 63-31 against considering an amendment by Republican Sen. Arlen Specter to bar an invasion without prior congressional approval unless an emergency threatened the safety of U.S. citizens in Haiti.


The action is the latest in a series of conflicting votes on Haiti that show a Congress unwilling to usurp presidential authority but concerned about risking the lives of American soldiers in Haiti and possibly entangling the United States for years to come in one of the world's poorest countries.
