EU Says Belarus Dumping Fiber

BRUSSELS -- The European Commission said Thursday it was investigating charges that imports of polyester staple fiber from Belarus were being dumped at unfairly low prices on the European Union market.

The Commission said in the EU's official journal that it was acting on complaints from union producers that they were being harmed by the imports, sold at 30 percent less than cost.

The producers said imports of the fiber had increased to 21,345 tons in 1993 from 392 tons in 1990. This pushed Belarus' market share to 5 percent from 0.1 percent. As a result, EU prices dropped by more than 20 percent.
