EU Deadlock on Votes

European Union foreign ministers said Tuesday that they had failed to break a deadlock over changes to the bloc's power structure that threatens plans to admit four new member states next year.


"I don't see any progress so far and I don't see any possibility of a breakthrough today," German Foreign Minister Klaus Kinkel said as the meeting neared its end.


The crisis, which hinges on the number of votes needed to block decisions, has been triggered by the refusal of Britain and Spain to agree to adapt the rules to cater for the entry of Sweden, Norway, Finland and Austria next Jan. 1.
