Estonia Names Premier

TALLINN ) -- Moving to end a long-running government crisis, Estonia's president Thursday nominated Environment Minister Andres Tarand to take over as prime minister.


Tarand would replace Prime Minister Mart Laar, who lost a vote of confidence last month after charges of mismanagement.


Radical reformer Siim Kallas, nominated for the post last week, failed to receive parliament's backing.


Tarand, 54, is largely unknown as a policy maker. To succeed, he needs support from the 101-member parliament.
