Crimea Flouts Kiev Over Charter

SIMFEROPOL, Ukraine -- Crimea has ignored a deadline set by Ukraine to alter its constitution, challenging Kiev authorities to make the next move in a long-running dispute over jurisdiction.


In two days of debate, the Crimean parliament rejected a series of proposals on the deadline set by Ukraine for the region to rescind provisions viewed in Kiev as separatist by Nov. 1. The Ukrainian parliament is to examine the issue next week.


Crimea's parliament and president have tried since the beginning of the year to loosen ties with Ukraine.
