Camp Protection Urged

UNITED NATIONS () -- Secretary-General Boutros Boutros-Ghali has recommended setting up a UN force of 3,000 to 5,000 troops to provide security for camps in Zaire where more than 1 million Rwandan refugees are at the mercy of armed followers of Rwanda's ousted government.


"The camps, which sprawl over miles, are overcrowded, chaotic and increasingly insecure," Boutros-Ghali said in a report to the Security Council. "The former Rwandese political leaders, Rwandese government forces soldiers and militia control the camps, though the degree of control varies from area to area."
