BONN (AP) -- German Foreign Minister Klaus Kinkel pleaded with Russia on Thursday to trust NATO's assurances, but warned that Moscow did not have the right to veto the eastward expansion of the Atlantic alliance.
Foreign Minister Andrei Kozyrev shocked NATO foreign ministers at a Dec. 1 meeting by refusing to join the Partnership for Peace and stating that admitting former Warsaw Pact countries to NATO could create a new division in Europe. "We understand your concerns, and the internal political pressures, but we ask for the trust that the NATO partners have earned," Kinkel said. "NATO is Russia's partner, not its opponent.
"The alliance wishes no new division in Europe, but that requires Russian trust and the understanding that Russia cannot veto the expansion of NATO."
