Officials of the banned parties picketed the main building of the Central Electoral Commission in protest at its refusal to allow them to register for the Nov. 12 poll.
The public protest took place as the former Soviet republic marked the fourth anniversary of independence.
The commission has barred Musavat, the Communist, the People's Democratic and the Azerbaijan Hope parties from registering, charging that many signatures supporting their application to run appear to have been falsified.
Representatives of the four, as well as Azerbaijan's Popular Front, which fears its candidates will also be banned from taking part, called for an independent investigation of the commission's charges.
