9 take haven in consulate

MEXICO CITY -- Nine Cubans forced their way into the Chilean consulate in Havana on Wednesday, adding to a crisis that has seen invasions of the German Embassy and Belgian ambassador's residence. Chile's acting foreign minister, Jose Miguel Insulza, said that Chile would not use force to remove the Cubans, but on the other hand could not grant them asylum under international law. Police in Havana blocked off the street in front of the consulate after the Cubans jumped over the fence at about 10 A.M., according to reporters reached by telephone in Havana.
