France's Vinci, in partnership with Arkady Rotenberg, has made a proposal to the Moscow city government to build parking lots and metro lines, sources told Vedomosti.
A few years ago Vinci Park, which specializes in building and managing parking complexes, offered its services to build an above and below ground parking lot on Tverskaya Ulitsa and
Lubyanka, including investing $300 million in the effort, but it was decided not to trust them with such important locations, a former City Hall official said.
Now Vinci has a powerful partner — Arkady Rotenberg. They are partners in building the new Moscow-St. Petersburg toll highway, which costs 66 billion ($2.3 billion).
