Bosnia Talks Convene

LONDON -- Representatives from the United States, Russia, France, Britain and Germany were meeting here Thursday to discuss a division of territory between warring factions in Bosnia, diplomatic sources said. A plan proposed last month giving 49 percent of Bosnia to the Serbs and 51 percent to the new Croat-Muslim confederation is disliked by both sides. The Serbs, who after two years of war control 72 percent of Bosnia, are reluctant to give up their gains. The Muslim-Croat side says it needs at least 58 percent for a viable federation. The Muslim-led Bosnian government also has expressed doubts that the United Nations or the countries involved in Thursday's talks have the will to enforce any settlement involving the Serbs.
