KIEV () -- A senior delegation of U.S. officials arrived Wednesday for talks aimed at persuading Ukraine's new leadership to sign a key nuclear treaty and speeding up the delivery of Western aid to Kiev.
The team's two-day visit to Ukraine, the world's third-largest nuclear power, is part of a renewed drive by Washington to obtain guarantees from the former Soviet republic to become a nuclear-free state.
During a brief visit earlier this month, U.S. Vice President Al Gore failed to win assurances from new President Leonid Kuchma that he was prepared to sign the Nuclear Non-Proliferation Treaty.
Kuchma, a former director of the world's largest missile plant, has publicly complained that Ukraine "has not received a single kopek from the West," despite having fulfilled its obligations under a disarmament treaty signed earlier this year.
