SEOUL -- Like an unhappy patient swallowing a sour spoonful of medicine, South Korea said it will accept the latest agreement between the United States and North Korea on plans to provide the North two new nuclear reactors.
South Korean President Kim Young Sam endorsed the new agreement Tuesday after receiving a letter from U.S. President Clinton making it clear that the reactors will be South Korean, and that a South Korean company will serve as prime contractor for the construction, installation and management of the reactors.
But South Korean analysts complained that the South is being treated as a bit player in the unprecedented deal, even though Seoul is expected to produce the bulk of the money for the $4.5 billion project.
"What this shows," complained an editorial in a South Korean newspaper, "is that South Korea is lacking in diplomatic clout, either in Washington or in Pyongyang."
