Editor: In your editorial March 11 ("Regulation on Books Is an Outrage"), you rightfully lambasted the new regulations on export of personal goods. But your remark about Western moving companies being accomplices to these measures is totally off the mark. To paraphrase Tennyson: Theirs is not to reason why, theirs is but to do and comply.
