Latvia Snubs Russia

BRUSSELS -- Latvian Prime Minister Valdis Birkavs said Monday there was no possibility of his country cooperating militarily with Russia despite both countries' membership of NATO's Partnership for Peace program.


"Our foreign policy is based on Western values and we do not see any possibility of cooperation with Russia in the military field," he told a news conference.


Birkavs, Latvia's caretaker prime minister after his cabinet resigned last week, was at NATO's headquarters to hand in his country's proposals for participation in the program, designed to bring the former Soviet bloc closer without offering immediate membership.
