Judicial Reform Proposed

Russia's justice minister has proposed increasing maximum sentences and lowering the age at which juveniles may face criminal prosecution to 14 from 16 to combat a rise in crime.


The proposal, approved by President Boris Yeltsin and submitted to the Supreme Soviet, seeks to raise the maximum sentence from 15 to 25 years and to introduce trial by jury.


Nikolai Fyodorov said Thursday that he had rejected requests for life sentences, although the death penalty would remain -- "because it has always been a part of Russia".
