Gaidar Vows to Check Yeltsin's Power

Russia's top liberal leader said Tuesday he would try to win back for parliament some of the powers he once helped President Boris Yeltsin strip away, to oppose the military campaign in Chechnya.

Yegor Gaidar said on the eve of a crucial session of the State Duma that his liberal faction planned to propose draft laws reimposing the legislature's control over the executive branch of power.

He said it would make the proposals Wednesday at an emergency session of the State Duma, the lower house of parliament. "Our initiatives are aimed at blocking all legal ways for the government to go ahead with hostilities in Chechnya," Gaidar said.
