MOSCOW () -- Russia has made sufficient progress in democracy and human rights to be accepted into the Council of Europe early next year, European parliamentarians said Tuesday.
"We think that, barring the unexpected, Russia's joining the Council of Europe will become reality in January 1996," Jean Seitlinger, a senior member of the parliamentary assembly, told reporters. David Atkinson, another member of the delegation visiting Moscow, said Russia was doing all the right things to join the assembly next year.
