Twenty- two years ago today, on Dec. 24, 1991, the Permanent Representative of the USSR to the United Nations handed the Secretary-General of the organization a letter from then-President Boris Yeltsin announcing that henceforth the USSR would no longer be part of the UN, and its membership would be "continued by the Russian Federation."
