It appears that decisions on the allocation of frequencies to cellular communications operators will be made by Deputy Prime Minister Arkady Dvorkovich, Vedomosti reported Thursday, citing a source close to the shareholders of a telecom operator.
Introducing new Communications and Press Minister Nikolai Nikiforov to the ministerial staff, Dvorkovich said, "[Go] to him in all matters; on frequencies, [come] to me," according to the source.
Under the law on communication, the State Commission for Radio Frequencies is part of the communications ministry and is headed by the communications minister. A government decree would be necessary to make Dvorkovich head of the commission.
