Syria Situation 'Improving'

UNITED NATIONS — There continue to be problems in Syria, but an unarmed UN observer mission is deploying and the overall situation there is improving, Russia's UN ambasador said.

"Things are moving on in a positive direction. Many obstacles, but I think they can be overcome," Vitaly Churkin told reporters Tuesday after UN-Arab League mediator Kofi Annan gave the UN Security Council a bleak assessment of implementation of his peace plan to end 14 months of violence in Syria.
