Duma Passes Police Reform

The State Duma passed in a first reading Friday a controversial bill on police reform that was submitted by President Dmitry Medvedev after a public discussion of the draft.

The bill, revised after the public discussion, was still criticized by rights activists for not taking into account many suggestions. The Duma may still revise the draft before the crucial second hearing, the date for which is not set.
