Mechel on Tuesday started an electric steel smelter with an annual capacity of 300,000 metric tons at its Izhstal unit during a visit by Prime Minister Vladimir Putin. Mechel’s Izhstal unit will boost production 37 percent to 465,000 tons of steel products by 2012, the company said.
