Iraqi Concession Expected

KUWAIT -- The Russian ambassador to Kuwait was quoted Thursday as saying that he expected Iraq to recognize the sovereignty and borders of Kuwait very soon.

Pyotr Stegny told the Al-Qabas daily that Baghdad would take the step "within days" and "before November."

He did not elaborate and could not be reached for further comment.

The UN Security Council has made recognition of Kuwait, which Iraq has claimed since the emirate's independence from Britain in 1960, a key condition for easing the crippling trade sanctions imposed on Iraq since it invaded Kuwait in August 1990.

Russian Foreign Minister Andrei Kozyrev tried to defuse the latest crisis between Iraq and Kuwait by securing an agreement from Saddam Hussein that Iraq would recognize Kuwait in exchange for easing the UN embargo.
