Talks between the two sides broke down last year after the refusal of ex-Moldovan president Mircea Snegur to sign a memorandum normalizing relations with the breakaway Transdnestr region.
Immediately after being elected president, Lucinschi said that he would be willing to sign such a document.
Lucinschi, however, opposed the elections in the Transdnestr region last month which re-elected Smirnov to his post.
