36 years ago today, on Oct. 7, 1977, the third and final constitution of the U.S.S.R. was enacted under then-General Secretary Leonid Brezhnev. Although the constitution claimed to represent everyone, not only workers and peasants, it didn't help to slow the impending crash of the Soviet Union.
