Russia to Annul Treaty

SEOUL, South Korea -- Russia will terminate a friendship treaty that the former Soviet Union signed with North Korea in 1961, South Korean President Kim Young-sam said Friday. Kim, currently in Moscow on an official visit, said President Boris Yeltsin disclosed the Russian plan when the two leaders met Thursday. South Korea has sought to have the 1961 treaty scrapped because it binds Russia to intervene militarily in the event of a war involving North Korea, the South's rival
