Russia Offers Reactor to Korea

SEOUL, South Korea -- Russia is ready to provide North Korea with a light-water nuclear reactor to replace its outdated graphite-moderated one, Russian Ambassador Georgy Kunadze said Friday. Proposals to provide a new reactor come as part of efforts to settle tensions over the Communist North's nuclear program. The safer light-water reactor would produce less plutonium, which could be used to make atomic bombs. The North asked for a light-water reactor among its conditions for freezing its nuclear program.
