Minsk Document Hints at Ukraine Cease-Fire in 48 Hours

A document seen at talks on the Ukraine crisis suggested the sides may agree to end fighting in eastern Ukraine under conditions of a cease-fire starting on Feb. 14, the withdrawal of heavy weapons and the creation of a security zone.

It was unclear whether the document, found in the palace where talks between the leaders of France, Germany, Ukraine and Russia were taking place, was a final agreement, a discussion document or some kind of draft.

It was entitled: "A package of measures for the implementation of the Minsk agreements."

It also called for full control of the border with Russia by Ukraine by the end of 2015 and the withdrawal of foreign arms and troops.

Leaders of Ukraine, Russia, Germany and France aim to achieve a ceasefire in the eastern Ukrainian Donbass region within 48 hours, Russian news agency RIA reported on Thursday.
