Clinton Unveils Budget

WASHINGTON () -- President Bill Clinton has unveiled a seven-year plan to balance the federal budget -- the counter to a Republican plan he vetoed -- to a barrage of criticism from his opposition in Congress.


White House officials said Thursday they hoped the mix of spending and tax cuts, which meets Republican demands for a balanced budget by 2002 while protecting Clinton's spending priorities, will reignite stalled budget negotiations with the Republican-led Congress and avert a repeat of last month's government shutdown.


But congressional Republican leaders immediately threw cold water on the plan, saying it would not do the job.
