The Russian government submitted to the State Duma a bill seeking to protect labor rights, according to a document published Tuesday on the government’s website.
The bill aims to “protect the rights of citizens to freely use their abilities to work and to choose an occupation,” the government said.
The bill establishes administrative penalties for employers whose job advertisements contain discriminatory requirements not directly related to the professional qualities of candidates, such as age.
It also empowers regions to train retired people and conscripts to help them find jobs.
The bill also envisages facilitating the employment of parents with many children or those with disabled children.
According to the bill, the program will not require any federal budget funds and will be financed by regional governments.
The draft was prepared by the Labor and Social Services Ministry and was signed by Prime Minister Dmitry Medvedev.
