All Parties Get Duma Voice

Political parties outside the State Duma and regional legislatures will have the right to speak at parliamentary sessions at least once a year, according to a law signed by President Dmitry Medvedev on Friday, the Kremlin said on its web site.

The law comes seven months after Medvedev promised during a state-of-the-nation address to make life easier for smaller parties.
