The Military Prosecutor's Office has uncovered violations causing a loss of over 30 billion rubles ($963 million) to the budget during the construction of a road in Vladivostok, a news report said Tuesday.
Prosecutors say that Dalspetstroi, a subsidiary of a construction agency contracted by the Defense Ministry, dumped 200 cubic kilometers of foundation left over from a Vladivostok road's construction in one of the city's residential areas instead of dumping it 15 kilometers away from the construction site as required, Lenta.ru reported Tuesday.
To cover the loss, the head of Dalspetstroi forged a document saying that the foundation was properly dumped. Another senior military official signed off on the document, prosecutors say, although he knew it was forged.
The move cost the budget 30 billion rubles in damages, prosecutors said. Prosecutors have sent case materials to investigators to open a criminal case.
