Spetsstroi Head Resigns Over Oboronservis Case

The Director of the Federal Agency for Special Construction, Grigory Naginsky, who was questioned in relation to the Oboronservis case that brought down former Defense Minister Anatoly Serdyukov, has resigned from his position, a news report said Monday.

Naginsky notified Defense Minister Sergei Shoigu of his decision to step down early last week, and the minister has approved the step, Kommersant reported Monday, citing a source in the Defense Ministry.

"At the end of last week, the minister sent the Kremlin a draft presidential decree to relieve Grigory Naginsky of his post as of his own accord," the source said.

A source in the presidential administration confirmed that the document had been received.

Sources in the Defense Ministry noted that Naginsky's resignation is not related to the results of his agency's work. The agency, also known as Spetsstroi, does special construction projects for the government related to national defense and security, including military installations and roads.

Naginsky's resignation has been discussed in top military circles since late April, after he was questioned in connection with large-scale embezzlement at the Defense Ministry, which resulted in allegations of firms he was contracting with being run by his family members.
