There are about 9,000 legal taxi drivers and 40,000 gypsy cab drivers working in Moscow. Now Mayor Sergei Sobyanin is readying an arsenal of licenses, quotas and serious fines for an assault on the latter group. What better opportunity to capture the city's ragamuffin taxi fleet?
