President Vladimir Putin on Monday urged all countries to comply with trade rules, Interfax reported.
"If we made sure that trade liberalization rules developed at global forums, including APEC, are equally acceptable for everyone and equally enforced, this would result in all economies, including emerging ones, having an opportunity to use their advantages," he said at a meeting with labor union leaders from Asia-Pacific Economic Cooperation member countries.
Putin said that some countries unfairly used legal loopholes to protect their economies from foreign competitors while at the same time using the World Trade Organization to enter their markets.
Russia joined the WTO in August.
