Putin Proposes Tweaks to Repair Legislation

President Vladimir Putin is proposing to tweak a bill governing major repairs to apartment buildings.

The proposal, which is being considered by the State Duma, is set to fundamentally change how capital repairs are financed Vedomosti reported. The main financial obligation is set to be transferred to the regions and to apartment owners, who will pay on a monthly basis for repairs.

Putin told a delegation of Duma deputies that it was unacceptable to put such a burden on apartment owners who received properties in a state of disrepair, and he recommended that the legislators think about a resolution to that question.

The federal government has funded capital repairs to the tune of 214 billion rubles ($6.7 billion) this year, but experts agree that the amount is insufficient.?
