Duma Passes Language Bill

The State Duma on Friday gave its final approval for a bill to impose Russian-language tests on would-be migrant workers, the Duma said on its website.

The bill, aimed at reducing social tensions, applies to migrants from all of the Commonwealth of Independent States countries besides Turkmenistan as well as foreigners from some other developing nations and Israel, who are allowed to enter Russia without a visa. The bill is set to take effect Dec. 1 but first needs Federation Council approval and President Vladimir Putin's signature.
