Moscow City Duma legislators are considering restricting entrance into Moscow for vehicles using fuel below Euro Grade 3, Ivan Boitsky, a United Russia deputy on the City's environment committee, told Kommersant FM on Friday.
That would effectively bar most Russian-built vehicles from the city center.
"It is necessary for the environment to place restrictions on gasoline — but putting restrictions on individuals isn't great," Boitsky told the station. "Let the experts get the whole thing worked out, and then put it to the test in the court of public opinion." Critics of the plan say much of the petrol sold as Euro-3 does not actually reach that standard. Police have warned that checking every vehicle's fuel standard would be impractical.
