ASHGABAT, Turkmenistan &mdash Turkmenistan's president has urged the government to start recognizing foreign educational qualifications, reversing a policy that barred graduates of international universities from getting state jobs.
President Gurbanguly Berdymukhammedov said in remarks shown on state television Saturday that foreign-educated graduates are needed to implement plans for large-scale reforms in the country.
Turkmenistan has for several years actively sought to prevent its citizens from pursuing further studies abroad. Critics say the unofficial policy has left state bodies desperately lacking adequately qualified personnel.
