Putin Pardons 78 MOSCOW (AP) -- President Vladimir Putin pardoned 78 convicted criminals in September, the presidential press service said Wednesday. The inmates consisted of 44 men and 34 women who were serving time in prisons across Russia, the press service said in a statement. Of those who received pardons, 31 were freed from prison and the rest had their sentences reduced, in most cases by one to two years. Most of the women have babies or young children. Putin granted the pardons on the basis of personal pleas from inmates, recommendations from regional pardons commissions and requests from regional leaders, the press service said.
