Sophisticated, catchy computer graphics, a revamped schedule of news and a selection of popular Russian films heralded the new face of Moscow television Monday as Center TV launched its programming on the capital's Channel 3. Observers say that though it is hard to make judgments based on the first day of broadcasting, changes on Channel 3 are long overdue and its new professionalism, combined with the city's financial backing, increase the channel's chances for success. Moscow Mayor Yury Luzhkov's multimillion-dollar venture is expected to help Moscow television compete against national networks ORT, RTR and NTV and eventually turn into a national channel. Center TV, headed by Anatoly Lysenko, one of Russia's leading television professionals, replaced the poorly produced and fragmented programming of the MTK and 2x2 television companies. The station also gives Luzhkov reliable support in the mass media, where most television stations are controlled by powerful interest groups.
