Court Publishes Ruling Before Actual Trial

The Supreme Arbitration Court has published a ruling on its web site several days before it actually heard the case, a mistake that backs critics’ claims about a lack of independence in the court system, Kommersant reported Friday.

The court’s presidium overturned three lower courts’ rulings against the tax authorities in a dispute with a company called AstrakhanPassazhirTrans, according to a decision published on its web site Thursday. The court was supposed to consider the case Tuesday.

The court has opened an internal investigation, Kommersant said.
